V. BACKGROUND AND RATIONALE
The Philippine Experience Program (PEP) is a flagship initiative of the Department of Tourism (DOT) that highlights the country’s rich cultural, heritage, and community-based tourism assets through immersive travel circuits. Building on the program’s successful rollout across 13 regions, the PDOT USA Offices will collaborate with leading tour operators, travel consortia, and partner airlines in the United States and Canada to strengthen product knowledge, enhance capacity for experience development, and integrate PEP circuits into international travel portfolios. By leveraging the program’s outcomes such as increased cultural tourism offerings, tourist arrivals, MSME growth, improved infrastructure, trained cultural leaders, and strengthened industry partnerships, this initiative aims to reach more international guests, showcase the bounties of the Philippines, and promote inclusive tourism development across local communities.
This initiative responds to the growing demand among North American travelers for authentic and meaningful travel experiences while strengthening the Philippines’ position as a prime destination for culture and heritage, gastronomy, wellness and community-driven tourism. Through the proposed Philippine Experience Program USA and Canada Educational Program and Product Launch, we hope to boost international awareness, enhance trade engagement, and support local communities by driving visitor interest toward immersive Philippine tourism products.
PDOT-New York is looking for a qualified Tourism Communications, Public Relations and Marketing Company to deliver an effective and successful project and its various components.
VI. OBJECTIVES
- Strengthen the positioning of the Philippines as a destination for immersive cultural and community-based tourism;
- Strengthen the capability and participation of North American travel partners in developing and packaging PEP circuits for international markets;
- Increase the visibility and booking potential of PEP itineraries in international markets; and
- Contribute to the inclusive and sustainable growth of Philippine tourism by directing visitor flows to local communities and lesser-known destinations.
VII. PROJECT CONCEPT / COMPONENTS / DELIVERABLES
A. PDOT and Travel Trade Collaboration
Establish partnership/s with selected leading tour operators and consortia in the USA and Canada for the conduct of training sessions for travel agents, retailers and travel advisors covering modules on the Philippine Experience Program concept, PEP circuits/itineraries, destinations and activities. Partner airline/s will also be tapped for possible preferential rates and other forms of support in order to make the PEP product packages/offerings more attractive and accessible to the market.
Said partnership/s will be throughout the implementation of the project, most important of which is the creation of Philippine Experience Program packages to be launched in June and to be made available for travel agents/consultants/consumers.
Scope of Deliverables/KPIs:
- Partnership with at least 2 companies in the USA and at least 1 in Canada for the development and launch of the PEP packages plus promotional activities including online promotions, production of brochures/catalogue (printed and digital), social media amplification, ads, others.
- Partnership with as many companies in the USA and Canada for the PEP Educational Program
- Joint marketing may be done wherein costs will be shared between PDOT and the partner/s at an agreed percentage or value of investment in terms of financial, manpower, equipment, supplies, or other assets. All related costs incurred for such partnership/s is included in the total budget allocated for the project.
B. PEP Educational Program
The PEP Educational Program will consist of two parts:
1.) PEP Training Sessions
This will involve training sessions which may be face to face, virtual/hybrid or on demand. These sessions may be conducted via partner tour operators and/or consortia’s training platforms or PDOT-USA’s Philippine Specialist Program platform/microsite. The training module/s will be designed in collaboration with the Office of Product Development Culture Team. Those who will finish the PEP Training will move to the next phase of the PEP Educational Program, the PEP Training Trip. Training Trip participants will be determined in consultation with the partner tour operators/consortia or in the form of incentivized training.
Scope of Deliverables/KPIs:
- Design, production and launch of PEP Educational modules, registration, and certification mechanics, data privacy compliance and other related applications and all costs thereof
- Coordination and invitation of participants through travel consortia, partnership with other training platforms, and other means
- Promotion of the PEP Training Sessions
- Number of PEP Training Attendees
- All rights and licenses to materials and application related to the implementation of this component to be turned over to PDOT
- All related costs
2.) PEP Training Trip
As part of the PEP Educational Program, selected certified PEP agents will participate in the Training Trip where they will be able to experience the actual PEP circuits and itineraries, meet suppliers and document their experience. PDOT’s Culture Team will be responsible for designing the Training Trip in collaboration with concerned DOT Regional Offices. This Training Trip will also give the participants the opportunity to design PEP packages that will suit their clientele.
Scope of Deliverables/KPIs:
- Selection of at least 10 participants from the USA and 5 participants from Canada for the PEP Training Trip
- Implementation of the PEP Training Trip including all travel costs of the participants
- In cooperation with the Office of Product and Development, conduct a B2B event with other suppliers PEP services, facilities, experiences, packages, etc.; including costs for the venue, technical requirements and catering
- Social media coverage of the trip
- Documentation of the trip to be turned over to PDOT
- Copyrighted assets to be used by PDOT
- All related costs
C. Production of Philippine Experience Product Catalogue
A Philippine Experience Product Catalogue or Guidebook (digital and printed) will be produced either in cooperation with the travel trade partners or through supplement tie-up with a partner publication. This material will then be made available on PDOT USA’s digital platforms and may be distributed during activations and events and via our tour operator/consortia partners.
Scope of Deliverables/KPIs:
- Production of digital and printed Philippine Experience Product Catalogue or Guidebook
- Production of at least printed 500 copies
- Production of downloadable digital version
- Production of a flippable online version with trackable link
- All rights and licenses to materials and application related to the implementation of this component to be turned over to PDOT
- All related costs
D. Philippine Experience Program Product Launch in the US and Canada
The project will culminate with a launch activity that may be in the form of a live or virtual launch event, a simultaneous release of PEP packages/programs on our partners online platforms, social media campaign, e-mail blast and press releases.
Scope of Deliverables/KPIs:
- Launch of Philippine Experience Product in the US and Canada preferably through a live event. It may be amplified by having a hybrid launch for possible participation of the Office of Product Development and Philippine Experience Program partners in the Philippines.
- Simultaneous release/launch of PEP packages/programs on our partners online platforms
- Social media campaign, e-mail blasts and press releases
- Video coverage of the launch to be turned over to PDOT
- All rights and licenses to materials and application related to the implementation of this component to be turned over to PDOT
- All related costs
E. Reporting, Monitoring and Evaluation
Post launch monitoring of the PEP Educational Program, PEP Product Launch as well as PEP bookings generated by our partners. Continuous coordination with the PDOT-Culture Team will also be made for any product updates and new circuits/itineraries which will be shared with travel trade partners in the US and Canada.

- Comprehensive Project Terminal Report
- Post-implementation coordination with partners and reporting
- Post-implementation coordination with PDOT-USA and PDOT-Culture Team to present the results of the project as well as recommendations to ensure post-launch success
- All related costs
VIII. MINIMUM QUALIFICATIONS FOR BIDDERS / PROPONENTS
The bidders / proponents must possess the following qualifications:
- Legally registered Tourism PR/Destination Management Company with offices in the USA and Canada with experience in working with National Tourism Organizations, tourism destinations/products, or travel brands. Experience working with the Philippines Department of Tourism will be an advantage.
- Has a dedicated team with experience product development and launches, joint marketing, travel educational activities. etc.
- Use original materials in all its deliverables except for assets or materials provided by the DOT
IX. CRITERIA FOR RATING
- Proposal Quality (80%)
- Project Implementation Plan and Results based on the Terms of Reference (40%)
- Completeness of Proposal based on TOR (40%)
- Company Profile and Experience (20%)
The total allocated budget for the project is PHP8,000,000.00 or USD134,578.87 (inclusive of taxes if applicable, fees and all end to end costs and other related expenses to ensure the full implementation of the project as may be identified and agreed upon by the winning proponent and the DOT.
X. TERMS OF PAYMENT
Payment terms may be agreed upon by the selected company and the DOT based on business practice or acceptable payment terms. Such terms will be specified in the contract.
Required documents for payment:
- Original copy of signed contract
- Invoice
- Post-Project Report detailing accomplishments, impacts, analytics, bookings generated and recommendations, as may be applicable.
- Copies of all assets and licenses for turn over to PDOT
- Print and digital copies of the training module and PEP brochures, product catalogue, etc.
- Screenshots of all digital content, social media posts, pages, banners, etc. (to be included in the Campaign Report)
- Certificate of Satisfactory Services Rendered issued by the DOT
XI. TIMELINE AND SCHEDULE OF WORK:

- Detailed company profile
- Portfolio of previous similar projects
- Sample or case study of previous similar project
- Sample layouts and designs, if applicable
- Copy of company registration documents and relevant licenses, as applicable
