TERMS OF REFERENCE
The Philippine Department of Tourism-Los Angeles (PDOT-LA) intends to implement a Love the Philippines online campaign with an Online Travel Agency (OTA) in the U.S. from October 1 to December 31, 2025.

I. Background
The Philippine Department of Tourism, through its Los Angeles Office, is conducting a Love the Philippines branding campaign in the U.S. It aims to strengthen the Philippines’ visibility as a top travel destination among US audiences. Through a multi-faceted approach including a strategic digital partnership, this initiative will generate high-impact exposure for the Love the Philippines brand and attract travelers to the Philippines.
II. Objectives
- Increase destination awareness and engagement among U.S. travelers by utilizing digital channel to boost interest and increase awareness of Philippine destinations among Filipino-Americans and non-Filipinos
- Drive intent to book air travel to the Philippines through digital means and by collaborating with partners such as airlines and OTAs
III. Capability Requirements
- Must be a registered and licensed to do business as an OTA in the U.S.
- Must be among the top 5 OTAs in the U.S.
- Must be able to provide the deliverables stated herein
IV. Deliverables
A. Advertisement placement and design
- Onsite display
- Landing page with routes featured
- Banner advertisements
- Interstitial advertisements
- Flight search results listing
B. Targeted routes
- Manila (Philippine Airlines and China Airlines)
- Cebu (China Airlines and Starlux Airlines)
- Clark (Starlux Airlines)
C. Target no. of impressions: 650,000 paid impressions
D. Added Value: At least 40% of paid advertisement
V. Campaign Period: October 1 to November 30, 2025
VI. Budget
The total budget allocation for the campaign is Twenty-Five Thousand US Dollars (US$25,000.00) inclusive of all applicable fees (PDOT-LA is tax-exempt).
VII. Payment Procedure and Billing
Payment shall be processed within 30 days upon presentation of invoice or billing and supporting documents including agreement signed by both parties.
