LOVE THE PHILIPPINES CAMPAIGN DRONE SHOW

I. BACKGROUND

As part of its continuing efforts to strengthen the “Love the Philippines” campaign in the United States, the Philippine Department of Tourism (PDOT) will stage a drone light display to showcase the country’s attractions and reinforce its tourism branding in a high-impact, innovative way.

Drone shows are recognized as eco-friendly, visually compelling alternatives to traditional fireworks. They capture public attention, create powerful media value, and align with sustainable practices that resonate with global audiences.

II. OBJECTIVES

  • To generate high visibility for the “Love the Philippines” campaign through an innovative drone light display.
  • To create a memorable visual showcase highlighting Philippine culture, nature, and destinations.
  • To enhance media coverage, digital impressions, and audience engagement during the event.
  • To position the Philippines as an innovative and world-class destination.

III. SCOPE OF WORK

The prospective service provider shall be responsible for the end-to-end design, preparation, and execution of a drone display, which shall include but not be limited to the following:

  1. Drone Display Execution
    • Provide a synchronized aerial light display using 200 drones (or more, depending on technical proposal).
    • Conduct the performance in December 2023 or January 2024 within San Francisco, depending on the weather conditions and availability of venue
    • Ensure FAA approvals and airspace authorizations are secured.
    • Provide full drone operations, pilot crew, and technical equipment.
  2. Show Design & Workflow
    • Storyboard Creation: Prepare initial storyboard featuring proposed imagery/animations for approval.
    • Show Programming & Animation: Develop and finalize drone animations based on approved storyboard; provide rendered video preview for review.
    • Final Execution: Deliver the full drone display during the event.
  3. Insurance and Compliance
    • Maintain sufficient insurance coverage (general liability, aviation liability, umbrella, and workers’ compensation).
    • Include PDOT as an additional insured party.
  1. Site & Safety Requirements
    • Secure the display area as required by FAA regulations.
    • Coordinate with PDOT and local authorities for city permits, police support, road closures, and barricades.
  2. Contingency & Cancellation
    • Provide a mutually agreed upon rain/postponement date within one year in case of inclement weather or other safety/security concerns.
    • Clearly indicate cancellation terms and partial payment obligations in the provider’s proposal.

IV. PROJECT COST

The project budget is estimated at USD 57,000.00 (subject to final negotiation and approval). Payment terms shall be proposed by the service provider in accordance with PDOT procurement guidelines.

V. EXPECTED OUTPUTS

  • Successful staging of a drone display highlighting the “Love the Philippines” brand.
  • Customized animations showcasing campaign messages, cultural icons, and tourism attractions.
  • Event photos and video documentation of the drone show.

VI. ELIGIBILITY REQUIREMENTS

Interested service providers must:

  • Be duly registered and authorized to operate in their jurisdiction.
  • Have verifiable experience in executing large-scale drone displays (minimum of 200 drones per show).
  • Possess valid FAA authorizations and technical capability to conduct drone flights in the United States.
  • Provide proof of adequate insurance coverage.

VII. CONTRACTUAL ARRANGEMENTS

  • The engagement shall be covered by a formal contract between PDOT and the winning service provider.
  • Governing law and venue of contract execution shall be specified in the final agreement.
  • Amendments or transfers of responsibilities shall require written consent from both parties.
